Joyce Carter

Director

Joyce is currently the President & CEO of Halifax International Airport Authority (HIAA), a role she has held since 2014. 

Joyce has a Bachelor of Commerce degree from Saint Mary's University and is a graduate of the Institute of Chartered Accountants of Nova Scotia, receiving the designation of Fellow Chartered Accountant.  She also obtained the Institute of Corporate Directors ICD.D designation in 2015 and was named one of Atlantic Canada's Top 50 CEOs by Atlantic Business Magazine from 2017-2020 and as 2019 Business Leader of the Year by the Halifax Chamber of Commerce. 

Joyce has been on numerous boards, including the Airports Council International (ACI) World Governing Board and the ACI North America Board of Directors, and Chair of the Canadian Airports Council, the first woman to hold that role, and the Atlantic Canadian Airports Association.

An active community leader, Joyce has also served as a director for several organizations, including Dalhousie University, Develop Nova Scotia and the Mental Health Foundation of Nova Scotia.

Joyce joined the CUA Board in 2022 and is a member of the Credit Committee and the Governance Committee.
